Second, technical teams select use cases based on methodological interest rather than business impact. When engineers lead use case identification, the portfolio drifts toward technically interesting problems rather than high-value business problems. You end up with impressive demos and limited ROI. Third, vendor-influenced selection creates conflicts of interest that are rarely acknowledged. When your AI platform provider recommends use cases, they are recommending use cases that showcase their platform's strengths, not necessarily the highest-value opportunities in your organization. Fourth, most enterprises have no systematic way to compare use cases across different business units, which means the loudest voice or the most senior sponsor wins rather than the best opportunity.

Map high-volume, repetitive processes where humans are making pattern-based decisions at scale. Look for decision points where the decision logic is consistent enough to learn but the volume is high enough that human bandwidth is the binding constraint.

Identify domains where specialized expertise is a production bottleneck. Where do decisions queue waiting for a limited number of domain experts? AI that amplifies expert capacity or enables non-experts to perform expert-level tasks can generate significant value quickly.

The Six-Factor Scoring Framework

Once you have identified candidate use cases from systematic discovery, you need a consistent way to compare them across six dimensions. This scoring framework eliminates the influence of advocacy, narrative appeal, and sponsor seniority from the selection process. Each candidate use case receives a score from one to five on each dimension, with weights adjusted for your organization's specific priorities.

Business Value Potential (Weight: 20%)
Quantify the addressable value across hard savings, revenue uplift, risk reduction, and strategic positioning. A score of 5 requires documented, quantified value exceeding your threshold for AI investment. A score of 1 means the business case cannot be constructed without speculative assumptions. Do not proceed past a 2 without a credible value quantification.
Red flag: Value described qualitatively with no quantification attempt

Data Availability and Quality (Weight: 20%)
The single most common cause of use case failure is data that does not exist, is inaccessible, or is of insufficient quality for training and production. Score this dimension before any other technical assessment. A score of 5 means production-quality labeled data exists in sufficient volume today. A score of 1 means the required data does not exist and would require 12 or more months to generate.
Red flag: "We can collect the data" is not the same as "the data exists"

Implementation Complexity (Weight: 20%)
Assess the full integration, testing, and deployment complexity, not just the model development complexity. A use case that requires integrating into six upstream systems is fundamentally different from one that can be deployed as a standalone service. Include regulatory compliance, testing requirements, and change management overhead in this assessment.
Red flag: Complexity estimated by data scientists without input from integration and ops teams

Organizational Readiness (Weight: 15%)
The business unit that will own the production system must be assessed independently of the AI team's technical readiness. Do they have a clear owner? Do they understand what AI will and will not do? Are their processes stable enough that deploying AI will not create chaos? Low organizational readiness in the business unit is a leading predictor of adoption failure even when the technical work is excellent.
Red flag: Business unit champion is enthusiastic but their team is skeptical or unaware

Regulatory and Risk Profile (Weight: 15%)
Not all AI use cases carry equal regulatory exposure. Use cases that affect credit decisions, employment, healthcare, or public safety carry significantly higher compliance and risk overhead than internal process automation. The EU AI Act classifies certain uses as high-risk with substantial documentation and oversight requirements. This dimension affects timeline and cost, not just go-no-go decisions.
Red flag: Regulatory review deferred until after build phase

Strategic Alignment (Weight: 10%)
The use case should connect to a stated strategic priority with named executive sponsorship. "It would be nice to have" is not strategic alignment. The value realization path should connect to a KPI that matters to the executive team. This dimension carries the lowest weight because high strategic alignment cannot compensate for low data availability or low business value, but it does matter for securing resources and sustaining momentum.

The use case that looks easiest to build is rarely the use case that is easiest to deploy at scale. Implementation complexity and deployment complexity are different problems. Always assess both before committing.

The Three-Gate Validation Process

Before any use case moves from selection to development, it must pass three validation gates. These gates are not bureaucratic checkpoints. They are the minimum evidence required to know whether you are committing resources to a real problem with a viable AI solution and a credible deployment path. Skipping a gate does not accelerate delivery. It moves failure later and makes it more expensive.

Gate one is the business case gate: a documented, quantified value estimate with a named business unit owner who has committed to owning the production system. Gate two is the data gate: a data audit confirming that the required training data exists in sufficient volume and quality, with a realistic assessment of ongoing data availability in production. A supervised model that cannot be maintained in production is not a viable use case. Gate three is the technical feasibility gate: a two-week technical assessment confirming that the problem is solvable with available techniques, that integration requirements are understood, and that performance standards can be defined and measured. AI learns from historical patterns. If the underlying business process changes significantly post-deployment, the model's performance degrades rapidly. Stable processes produce stable training data and stable production performance.
