Why Standard Use Case Selection Processes Fail

Most use case identification processes begin with workshops where business unit leaders brainstorm problems that AI could potentially solve. This produces a useful list of candidates but an unreliable portfolio. The problems that surface in these workshops are the problems that business leaders care about most and the problems that are most visible. They are not necessarily the problems where AI can deliver production value in a reasonable timeframe.

The gap between the workshop output and a viable portfolio requires rigorous scoring against feasibility dimensions, not just value dimensions. Workshop-generated use cases routinely fail on data readiness, implementation complexity, and governance requirements. Identifying these failures at the workshop stage is orders of magnitude less expensive than identifying them after eight months of development work.

There is also a portfolio composition problem. Organizations that build AI portfolios based exclusively on value rankings tend to produce portfolios dominated by high-complexity, high-value use cases that require 18 or more months to reach production. By the time the first system goes live, the organizational patience for the program has been exhausted. A well-composed portfolio includes quick wins that deliver early value and build organizational confidence, alongside the strategic bets that will define the program's long-term impact.

The Six-Factor Use Case Scoring Framework

Scoring use cases against six factors, each with a defined weight and a 1-to-5 scoring rubric, produces a defensible and consistent basis for prioritization decisions. The weights below represent a baseline calibrated across 4,000 plus use case evaluations. Industry-specific factors such as regulatory burden may warrant adjusting the regulatory risk weight upward in financial services or healthcare.

Estimated regulatory review timeline, required documentation, and complexity of compliance requirements. In financial services, a use case subject to SR 11-7 model risk management adds 3 to 6 months to the governance timeline. This needs to be visible in the scoring before the use case is committed to a delivery schedule.

Strategic Alignment
Does this use case build capabilities that enable future use cases? Does it align with the organization's strategic direction? Does it support the AI CoE's mission to develop reusable components? Strategic alignment matters, but it is the least important factor for near-term portfolio decisions.

A well-structured AI portfolio is not a single ranked list. It is three parallel streams with different time horizons, complexity profiles, and organizational purposes. Running these streams in parallel allows the organization to deliver early value while building the capabilities required for more complex use cases.

Use cases deliverable in 6 to 12 weeks with data that exists today. Delivers early organizational value and builds confidence in the AI program. Establishes production infrastructure that subsequent use cases can leverage.
Stream 02
Strategic Bets
High-value, higher-complexity use cases with 12 to 18 month timelines. Funded by the ROI evidence produced by the quick win stream. Require data infrastructure and governance work that should begin in parallel with quick win delivery.
Stream 03
Capability Builders
Infrastructure and platform investments that do not deliver direct business value independently but unlock the strategic bets stream. Feature stores, model registries, governance frameworks, and data pipelines that improve the velocity of all subsequent use cases.

Organizations that run only the strategic bets stream have nothing to show the board at the 6-month mark and face investment renewal pressure before any system is in production. Organizations that run only the quick wins stream build early momentum but exhaust it without the capabilities required for transformative impact. The combination is what produces sustained enterprise AI programs.

The Four Mistakes That Produce Unexecutable Portfolios

Scoring use cases without verifying data. The data availability score is only meaningful if it is based on a verified audit, not on the assumption that the data "should exist." Business units consistently overestimate data readiness because they confuse "we track this" with "we can train a model on it." Validate data availability with your data team before finalizing scores.

Using the same portfolio for the board and for engineering. The board portfolio is a communication tool that emphasizes strategic intent and projected value. The engineering portfolio is an execution plan that includes data dependencies, infrastructure requirements, governance timelines, and capacity allocations. These are different documents, and conflating them produces a board portfolio that engineering cannot execute.

Selecting use cases based on vendor demonstrations. AI vendor demonstrations are optimized to show their technology performing exceptionally well on carefully selected tasks. They are not representative of performance on your data, with your process owners, against your specific quality and latency requirements. Use vendor demos to understand what is technically possible, not to select what your organization should build.

Not removing low-scoring use cases from the portfolio. The scoring model is only valuable if it constrains decisions. Organizations that score use cases and then keep all of them in the portfolio regardless of score have invested in analysis but not in discipline. Use cases that score below threshold belong in a future evaluation cycle, not in the current roadmap, regardless of how much organizational energy was invested in proposing them.
