The four failure modes of enterprise AI Centres of Excellence

We have reviewed the postmortems of more than 40 failed enterprise AI CoE programmes. The same four failure modes appear, in various combinations, in every case.

Innovation mandate without production accountability
CoEs given a mandate to "explore AI" with no production deployment targets become innovation sandboxes. They produce pilots, proofs of concept, and internal presentations, but the accountability structures that would push them to productionize never materialize. Within two years, the executive sponsor moves on, the budget is cut, and the CoE is absorbed into IT.
Centralized expertise creates a bottleneck
Purely centralized CoE models create a queue that business units cannot tolerate. When every AI use case requires central CoE involvement from ideation to production, the CoE becomes a bottleneck rather than an accelerator. Business units either wait, give up, or go directly to SI firms that are happy to build whatever they are asked to build.
Platform decisions made before use cases are defined
Many CoEs begin with platform selection, purchasing enterprise licenses for Databricks, Azure ML, or Vertex AI before understanding the use cases the platform needs to serve. The result is a technically capable platform that does not match the actual workloads, leading to underutilization, workarounds, and a platform that the business perceives as a failure.
Governance added after deployment, not before
CoEs that treat governance as a post-deployment compliance exercise accumulate unreviewed production models that regulators, audit functions, or risk committees eventually challenge. Retroactive governance of an uncatalogued model portfolio is enormously expensive. We design governance into the CoE operating model from inception, which prevents the problem entirely.

Hub Model
A central AI team owns all AI development from ideation to deployment. Business units submit use cases; the CoE evaluates, prioritizes, and builds. Best for organizations in early AI maturity with limited distributed capability.

How is an AI CoE advisory engagement different from hiring an AI strategy consultant?
An AI strategy engagement tells you what to do. An AI CoE advisory engagement builds the organizational capability to do it. We design the operating model, help you hire or develop the right team, select and implement the platform infrastructure, design the governance framework, and stay engaged through your first production deployments. The output is not a slide deck but a functioning organizational capability that you own after the engagement ends.

Yes. CoE redesign is approximately 40% of our CoE advisory work. The typical pattern is a centralized CoE that has become a bottleneck, or a CoE that has produced pilots but cannot get models to production. We start with a CoE diagnostic covering operating model, team capability, platform effectiveness, governance friction, and use case pipeline. The diagnostic typically takes 2 to 3 weeks and produces a specific set of redesign recommendations. We can then support implementation of the recommended changes.
What size organization needs an AI CoE?
An AI CoE typically makes sense when you have 5 or more active AI use cases across 2 or more business units, or when you have a board-level AI ambition that requires coordinated enterprise execution. Below that threshold, a leaner approach (dedicated AI lead plus external advisory) is usually more cost-effective. We will tell you honestly if a full CoE is not the right answer for your situation, and recommend the right organizational model instead.
How do you approach platform selection for the CoE?
We start with your use cases and work backwards to platform requirements. We have evaluated every major MLOps platform (Azure ML, AWS SageMaker, Vertex AI, Databricks, Domino, Kubeflow, and more) against real enterprise workloads. We have no vendor partnerships, so we have no financial incentive to push any platform. We also account for your existing technology investments, team skills, and procurement relationships. The recommendation is based entirely on fit for purpose, not on which vendor offers the best advisory partner programme.
How long does a CoE advisory engagement run?
A full CoE advisory engagement covering operating model design, team structure, platform selection, governance integration, and first production deployment typically runs 6 to 9 months. We stay engaged through your first production deployments because that is where the design meets reality and adjustments are needed. After the initial engagement, approximately 65% of CoE clients continue with a quarterly advisory retainer to support ongoing governance, platform decisions, and scaling challenges.
