Why Most AI Roadmaps Collapse Before Month Six

Enterprises spend considerable resources producing AI strategy documents. Consultants deliver thick decks. Workshops generate detailed roadmaps. Boards approve investment. Then, nine months later, the program is stalled, the roadmap has not been touched since the strategy presentation, and a new "AI strategy review" is being commissioned.

The problem is structural. Most AI roadmaps are built like project plans for known construction projects, where every task is specified in advance and dependencies are linear. AI programs do not work that way. Data quality problems that were unknown at the start of the roadmap consume three weeks that were not budgeted. A model that performed well in development fails an internal risk review. A change in regulatory guidance requires a governance redesign mid-stream.

The Four-Phase 12-Month Framework

This roadmap structure is built around four phases, each with explicit entry and exit criteria. The phases are not calendar quarters. They are milestone-gated stages. Some enterprises move through Phase 1 in six weeks. Others take four months. The calendar pressure should come from business outcomes, not arbitrary time boxes.

The Five Roadmap Failure Modes

After working with 200+ enterprises, we have seen five structural failure patterns appear repeatedly. Each one is preventable if it is designed out of the roadmap before execution begins.

The Pilot Purgatory Trap

The roadmap has no explicit production milestone for Month 4 or 5. Every model stays in "pilot" or "evaluation" status indefinitely. The Phase 2 gate criteria above addresses this by requiring production deployment as a gate condition, not an aspiration.

No Data Work in Phase 1

Teams skip the data readiness work in Phase 1 because it is unglamorous. They plan to "address data issues as they come up." Those data issues consume Months 3 through 5 and destroy the production schedule. The Phase 1 gate requires confirmed data readiness before advancing.

Governance Retrofit at Month 8

Governance is treated as a compliance exercise added after models are built. Risk and legal then require rework that resets the production timeline. This roadmap requires governance framework approval as a Phase 1 exit condition.

No Board Reporting Until Month 12

The first board AI report appears at the end of the year, by which point the program has been failing quietly for six months. The Month 6 board report creates an accountability checkpoint that forces honest measurement early enough to correct course.

CoE Launched Before Production Evidence

The CoE is stood up in Month 2 as a planning body with no production models. It becomes a governance function disconnected from delivery. This roadmap delays CoE formation until Month 7, after production evidence exists to give the CoE credibility.

Board Reporting: What to Measure and How to Present It

The Month 6 and Month 12 board reports are not status updates. They are business cases for continued investment. The framing matters enormously. CFOs and board members are not evaluating whether the AI program is interesting. They are evaluating whether the capital allocation is producing returns that justify continuation.

Use these four measurement categories in every board report. Avoid presenting technical metrics like model accuracy in isolation. Frame every metric in business impact terms.

The one metric that will get CFO attention: cost per model in production. If you started with a $2M budget and have two models in production, that is $1M per model. If your roadmap execution improves that to eight models at $250K per model, you have a compelling reinvestment case. Track it from Month 1.

Adapting This Roadmap for Your Context

The 12-month roadmap structure is a starting point, not a prescription. Three dimensions require deliberate adaptation before you begin.

Industry and regulatory context: Financial services enterprises subject to SR 11-7 model risk governance should plan for six to ten weeks of model validation per use case. Healthcare enterprises with FDA Software as a Medical Device considerations should plan for regulatory strategy work in Phase 1. These timelines do not compress. Building them into the roadmap from the start prevents the "regulatory surprise" that derails Month 8.

Data maturity starting point: If your AI readiness assessment reveals data maturity below 2.5 out of 5, Phase 1 will run longer than eight weeks. It is more effective to extend Phase 1 than to advance with data that will cause production failures. The common mistake is treating Phase 1 as a fixed six-week block. It is a phase gate. Move through it when the gate criteria are met, not when the calendar says so.

Existing versus greenfield infrastructure: Enterprises that already have a data lake, feature engineering capability, and a data science team have a significant Phase 2 advantage. Enterprises building from scratch should allocate more budget and time to infrastructure in Phase 1 and Phase 2, and plan to reach the Phase 2 gate at Month 6 rather than Month 4.
