Factor it explicitly into your first-use-case timeline.
Governance review time. Model risk, legal, and compliance reviews are rarely on the critical path in early strategy documents. In practice, they frequently are. Build governance review time into every use case timeline, with explicit dependencies. If your model risk team reviews one system per month and you have five use cases in the first six months, you have a scheduling problem that needs to be resolved before your roadmap is finalized.
Change management lead time. Change management activities that need to happen before production deployment require lead time. Training programs, process redesign, stakeholder alignment, and pilot rollouts cannot be compressed arbitrarily. If your production target is month eight, your change management work needs to begin no later than month four.

The failure modes in AI strategy execution are remarkably consistent across industries and organization types. Understanding them in advance does not guarantee you will avoid them, but it reduces the likelihood significantly.

Where a typical strategy document describes what will be done, an execution-ready strategy describes who will do it, with what resources, within what constraints, and against what specific definition of success.
The strategy should be able to answer these questions for each use case in the portfolio: What specific data assets will train and serve this model, and have they been verified as usable? Who from engineering will build this system, and what is their current capacity? What governance review will this model require, and what is the estimated review timeline? Who will own this model in production, and what are their performance targets? What process changes will users need to make, and who is leading that change management?
If your strategy cannot answer these questions for its priority use cases, it is a strategy that describes ambition rather than a plan that describes execution. The investment to answer these questions before finalizing your strategy is significantly smaller than the investment you will make on programs that fail because you did not.
