The productivity fallacy: The most common AI business case structure projects a percentage productivity improvement for a defined employee population, multiplied by average salary, to produce a cost savings figure. This is almost never what actually happens. Productivity improvements at the individual level do not translate directly to organizational savings unless headcount actually decreases. The business case should model the actual disposition of freed capacity, not assume savings that require decisions that have not been made.

The adoption gap: Business cases typically assume full adoption by the target user population within the first year. Actual adoption curves for enterprise AI tools follow S-curves with 12 to 24 month ramp periods. A business case that projects Year 1 ROI based on full adoption is typically overstating Year 1 value by 50% to 70%.

The TCO undercount: Business cases consistently undercount the total cost of AI implementation. Vendor license costs are captured. Change management, training, data integration, governance overhead, and ongoing model maintenance costs are systematically underestimated. Our analysis of 50 enterprise AI investments found that actual total costs were 2.3x the costs projected in original business cases on average.

The attribution problem: When revenue increases or costs decrease in an organization that has deployed AI, it is rarely possible to cleanly attribute the outcome to the AI investment. Organizations that deploy AI alongside process redesign, training programs, and organizational changes cannot determine what portion of the value came from the AI. This makes it difficult to build on success because you do not know what actually caused it.

Building an AI Business Case That Holds Up to Scrutiny

A business case that will survive CFO review, board scrutiny, and post-implementation evaluation must address seven components that most AI business cases skip.

AI Business Case Required Components

1. Baseline Current State (Measured, Not Estimated)
Before any value projection, document the current performance of the process being improved. Process cycle time (actual measurement), error rate (actual data), cost per transaction (fully loaded), volume trends, and headcount allocation. Projections without a documented baseline are guesses. Auditors will ask for this baseline when verifying claimed savings.
2. Realistic Adoption Curve
Model adoption phased over the realistic ramp period: 0 to 3 months pilot and refinement, 3 to 9 months initial rollout at 40% to 60% adoption, 9 to 18 months broad adoption at 70% to 85%. Rarely will adoption exceed 85% for tools that require behavioral change. The business case should project value at each adoption stage, not at assumed full adoption from day one.
3. Full TCO Including Hidden Costs
Technology costs (license, infrastructure, integration), implementation costs (professional services, internal engineering time), change management and training costs, governance and compliance overhead, data infrastructure costs, ongoing model maintenance, and the opportunity cost of internal staff time redirected to the implementation. Everything must be included.
4. Explicit Value Disposition Decisions
If the business case claims labor cost savings, document explicitly: will headcount be reduced, redeployed, or backfill hiring prevented? If redeployment, to what roles? If headcount reduction, is that achievable given HR constraints? If backfill prevention, what is the growth assumption? Savings from productivity improvement only materialize if those decisions are made and executed.
5. Risk-Adjusted Scenarios
Present at minimum a base case, an upside case (15% to 20% above base), and a downside case (30% to 40% below base). The downside case should reflect realistic failure scenarios: 50% lower than projected adoption, 2x cost overrun, 6-month implementation delay. If the downside case still meets investment hurdle rates, the investment is sound. If it does not, the risk must be explicitly accepted.
6. Measurement Plan and Success Criteria
Define before the investment is made: which metrics will be measured, how they will be measured, at what intervals, and what outcome levels constitute success, acceptable performance, and failure requiring intervention. A business case without a pre-defined measurement plan cannot be held accountable.
7. Exit and Pivot Criteria
Define in advance the conditions that would trigger project termination or significant scope change: 6-month milestone performance thresholds, budget variance triggers, and adoption failure indicators. This is not pessimism. It is the governance mechanism that allows early identification of failing investments before they consume resources past the point of recovery.

The Measurement Framework: Tracking What Actually Matters

Most enterprise AI programs measure the wrong things. They track deployment velocity (number of AI systems in production), user adoption (percentage of target users who have logged in), and technical performance (model accuracy, latency). These are leading indicators that do not measure business value.

The measurement framework that produces accountability focuses on three levels of outcomes.

Activity metrics (measured weekly to monthly) confirm that the AI system is being used as designed: session counts, task completion rates, feature utilization, and error rates. These tell you whether the system is functioning, not whether it is creating value. Activity metrics that look good while value metrics look bad are the signature of an AI system that employees have adapted to work around rather than with.

Process metrics (measured monthly to quarterly) confirm that the AI is changing the process it was designed to improve: cycle time for the target process, error rate change, throughput change, and cost per unit of output. These are the link between AI activity and business value, and they require the baseline measurement from the business case to be meaningful.

Business outcome metrics (measured quarterly to annually) confirm that process improvement is generating the business value that justified the investment: revenue impact (for revenue-affecting AI), cost reduction (for efficiency AI), customer satisfaction change (for customer-facing AI), and decision quality improvement (for decision-support AI). These require longer measurement horizons and more rigorous attribution methodology, but they are the only metrics that validate the investment thesis.

The most effective AI measurement programs connect all three levels in a causal chain: activity drives process change, process change drives business outcome. When the chain breaks (high activity, unchanged process, or improved process without business outcome), it identifies the specific intervention required.

Common Investment Mistakes and How to Avoid Them

The vendor-led roadmap mistake: Enterprises that allow AI vendors to define their AI investment roadmap end up with a portfolio optimized for the vendor's revenue rather than the enterprise's strategic priorities. Vendor input is valuable for understanding what is technically possible, but investment prioritization must be driven by the enterprise's own strategic analysis. The pilot proliferation mistake: Running 20 small AI pilots simultaneously at $50,000 to $200,000 each is a common way to generate AI activity without generating AI value. Pilots are difficult to evaluate, rarely scaled, and create organizational confusion about strategic direction. A better approach is running three to five well-designed pilots with pre-defined scale criteria, and explicitly committing to scale or terminate each pilot based on the results.

The platform before use case mistake: Investing $5M to $10M in an enterprise AI platform before identifying the specific use cases that will be deployed on it is a common and expensive error. Platform investments should follow demonstrated use case demand, not precede it. Build the platform once you have three to five validated use cases ready to deploy, not in anticipation of use cases you hope will emerge.

The talent underinvestment mistake: AI investments consistently underinvest in the change management, training, and workflow redesign required to realize the projected value. Technology deployment accounts for 30% to 40% of what is required. The remaining 60% to 70% is organizational change. Business cases that do not fully budget for this are setting up for adoption failure.

AI Investment Governance: Who Should Approve What

One of the most important and least addressed questions in enterprise AI investment is governance of the investment process itself: who has authority to approve AI investments at different scales, and how is the portfolio reviewed over time.

A governance structure that works for most enterprises operates on four thresholds. Individual AI use cases under $250,000 in total investment are approved at the business unit level with notification to the central AI investment committee. Investments between $250,000 and $1M require AI investment committee approval with a complete business case meeting the seven-component standard above. Investments above $1M require executive sponsor approval and board reporting. Any AI investment creating new AI data infrastructure, requiring new enterprise vendor relationships, or touching Tier 1 or Tier 2 governance categories requires review through the AI governance program regardless of investment size.

The AI investment portfolio should be reviewed quarterly at the executive level with three objectives: assessing whether individual investments are on track against their business cases, identifying investments that should be terminated or restructured, and evaluating whether the overall portfolio allocation remains appropriate given new information about technology trends and competitive environment.

Connecting Investment to Strategy

The highest-performing AI investment portfolios are not assembled from individual use cases that each have compelling business cases. They are designed from a strategic perspective that asks: what AI capabilities do we need to build to execute our business strategy over the next three to five years, and how do individual investments build toward that capability?

This strategic perspective produces different investment decisions than a use-case-by-use-case approach. It leads to deliberate investment in foundational data infrastructure even before compelling use cases demand it. It leads to tolerance for lower near-term ROI on investments that build strategic capability. And it leads to explicit decisions about which AI capabilities to develop internally versus which to access through vendors or partners.
